Despite boasting one of Latin America’s strongest macroeconomic performances in recent years, many Peruvians continue to face poverty, economic inequality and exclusion from political life. In the 2006 elections, voters sent a signal of dissatisfaction regarding the lack of progress on these issues by rejecting traditional political parties and supporting regional movements, which won a majority of regional presidencies. Analysts attribute these victories to the public perception that regional movements are more capable of addressing poverty and representing the needs of citizens. However, Peru’s efforts to decentralize poverty related programs, including health and education, to regional governments have only had modest success. As the 2010 and 2011 elections approach, political parties and regional movements must work together to better design and implement anti-poverty agenda on both the national and local level.
