"Transparency and national security are among the urgent needs for the runoff elections scheduled for Nov. 7 in Afghanistan, [NDI] said.
"The U.S.-based National Democratic Institute said that leaves little time for Afghans to improve their election process, but added the runoff could be an important step in establishing a legitimate government in Kabul. NDI said there are a number of steps Afghans can take to strengthen the Nov. 7 process. The institute recommended increasing security measures as more than 10 percent of the polling centers for the Aug. 20 vote were closed because of violence."
