Parliamentary Business and Agenda-Setting in Various Countries
The Parliamentary Support Programme (PSP) supports regularized and transparent legislative agenda-setting through the establishment of a parliamentary calendar. To guide the Assembly of North Macedonia in the methodology of developing and maintaining a parliamentary calendar, the PSP presents a comparative analysis of practices in determining parliamentary agendas across Europe. The research provides an overview of the establishment process, structure, content, and accessibility of calendars within the parliaments of the Czech Republic (Poslanecká sněmovna), Estonia (Riigikogu), Germany (Bundestag), Slovakia (Národná rada), Slovenia (Državni sbor), Sweden (Riksdag) and the Assembly of North Macedonia (Sobranie).
Informed by this analysis, the PSP proposes several recommendations to be utilized by the Assembly of North Macedonia in the process of setting rules and structures for the coordination of parliamentary work and via updated and accessible calendars.
