Stephanie Lynn
Stephanie Lynn is the Senior Technical Advisor and Resident Country Director for the National Democratic Institute in Serbia where she manages democracy development and political process strengthening programs. Lynn brings more than 30 years of experience in democracy work, both in her domestic experience in Canada and in the international development sphere, where she has supported mainstream political parties and civic organizations in a variety of electoral and legislative contexts in Europe, Southeast Asia, and Africa.
Lynn returned to NDI’s Serbia in 2024, having previously co-directed the Institute’s portfolio, expanding in-country programming to strengthen Serbia’s political processes by holding consultations with political leaders on cohesive messaging, and managing a project which trained political candidates, party members, and activists on civil society engagement, party branch management, and voter communications. Lynn also has experience in the region with political party strengthening and election monitoring for NDI in Bosnia and Herzegovina, Croatia, Montenegro, and Romania, as well as experience delivering youth advocacy and voter education training for the Institute in North Macedonia.
Lynn has served NDI and international development programs around the globe, from Southeast Asia, the Middle East and sub-Saharan Africa, where her support to political parties has strengthened party integrity, as well as promoted the inclusion of traditionally marginalized groups. As the Chief of Party for Democracy International’s elections and democracy program in Liberia, Lynn worked closely with the Liberian and international partners, including NDI, to bring elected leaders and constituents closer together by focusing on the participation of traditionally marginalized communities, enhancing civic education, and integrating election management lessons learned into election cycles. As Chief of Party from 2015 to 2016 for Democracy International in Bangladesh, Lynn worked with political parties to foster the grassroots participation and promotion of women and young people into political party leadership. As NDI’s country director in Myanmar/Burma and director of regional programs across Southeast Asia, Lynn managed a portfolio across Southeast Asia, as well as assisted programs aimed at bolstering political parties and enhancing women's participation in elections and civil society in over twenty countries in the Middle East, North Africa, Asia, and Central and Eastern Europe.
Domestically, Lynn has also prepared political party candidates, campaign managers, and party leaders for elections in Canada. From 2016 to 2022, Lynn served as the senior management team lead for a Canadian polling and public engagement firm, where she provided strategic counsel to leaders of two provincial governments and designed engagement services and media training for election campaigns. As a freelance advisor and trainer in Canada, Lynn has encouraged women candidates to run for municipal office and advised political parties on best practices to combat online violence against women in politics. Earlier in her career, Lynn served as political staff to a government minister and, prior, as a political party youth organizer and campaign manager
