Carolina Floru

Resident Director

Carolina Floru brings more than 30 years of experience contributing to democratic processes with international organizations in different areas of governance. From 2007 to 2021, she served as program manager of IDEA International in Bolivia and was responsible for the implementation of constitutional development programs, electoral processes, political parties, gender, diversity and conflict resolution and implemented a wide portfolio of projects with funding from the governments of Canada, Germany, Norway, Spain, Sweden, Switzerland and the European Union. In this role, she designed and implemented proposals concerning political advocacy strategies for the inclusion of women in the political framework and has significant experience in strategic planning, dialogue processes and publication of communication materials. Additionally, in the absence of the office director, she took on financial and administrative responsibilities. In 2005, Ms. Floru was appointed National Director of Communication, with ministerial rank, for President Carlos Mesa’s administration. Additionally, she held various cabinet and management positions in the Ministries of Finance, Health and Decentralization. She worked as a university professor in the field of production management within the Advertising and Public Relations degree. Ms. Floru was recently invited by United Nation (UN) Women to be part of the technical review group of the Trust Fund to Support Actions to Eliminate Violence against Women. She was also a researcher at IDEA International for the "Analysis of the political inclusion of marginalized groups in Latin America,'' which explores the situation of women, youth, indigenous groups, LGBTQI+ communities and people with disabilities in political constitutions, electoral laws and political parties laws in Latin America. Carolina Floru is a social communications professional from the Bolivian Catholic University and holds a Master’s degree in Communication with a focus in Political Studies, Democracy and Governance from the University of San Simón and the Center for Multidisciplinary Studies.
