Ana Kovacevic Kadovic

Albania Resident Director

Ana Kovacevic Kadovic serves as the Senior Resident Director for the NDI Albania, bringing over two decades of expertise in managing democratic governance programs across the Western Balkans. She gained broad knowledge of the region through the work with NDI Central and Eastern Regional Political Party Integrity Initiative from 2008 - 2012. 

In Albania, Kovacevic Kadovic has led transformative programs to make the Parliament more transparent, accountable, and inclusive institution. Under her leadership, and with the Swiss funding, she oversaw the establishment of the Parliamentary Institute, an in-house think tank that provides MPs with professional research, civic education and information service to strengthen their legislative, oversight and representation roles through evidence-informed decision making. She also spearheaded efforts to enhance parliament’s role in curbing corruption, strengthening oversight of the national anti-corruption strategy, and the use of public resources, as well as championing co-creation of parliamentary transparency standards through a close cooperation among parliament and civil society.

Since November 2016, Kadovic has designed and implemented a holistic approach to building a transparent, accountable and inclusive political finance regime in Albania. Undre her leadership, NDI has supported political parties to adopt robust internal financial controls and accounting systems;  Central Election Commission (CEC) to design, and enforce effective political finance regulations, develop evidence-based legislation, and foster consultations with civil society, political parties and institutional stakeholders. By working closely with the Parliament’s electoral committee, NDI has ensured continuous improvement in political finance legislation through inclusion of party and election finance watchdogs in reform processes. Her efforts have significantly contributed to strengtehing transparency, accountability, and citizen oversight of political finance in Albania. A staunch advocate for gender equality, Kadovic has prioritized equitable access to political finance for women and men candidates through partnership with women’s civil society organizations, political parties and CEC. 

Prior to her work in Albania, Kadovic led NDI Montenegro’s political party development, governance, legislative assistance, election support, and youth empowerment programs from 2003 to 2011. Her academic credentials include a degree from the Faculty of Philosophy in Nikšić and a diploma from the Diplomacy Academy at the Faculty of Law in Podgorica, Montenegro.

A staunch feminist, Kadovic is deeply committed to advancing gender equality, inclusive leadership, and youth empowerment. Her specializations include party and election finance, institutional capacity building & organizational development, legislative strengthening, and fostering democratic governance in the Western Balkans.
