Badié Hima

Mali Resident Senior Director

Badié Hima is the resident director of NDI in Mali, a position he assumed in 2012. He has more than 20 years of experience in education, human rights, governance and democracy across West Africa.

As an educator, Mr. Hima, taught philosophy to high school students from 1985 to 1992. From 1996 to 1998, he taught modern philosophy in University of Niamey (Niger). In 2008-2009, he trained the first class of CAPES of philosophy at the University of Niamey. From 1999 to 2009, he has also been the national inspector of philosophy of Niger.

In the field of human rights, governance and democracy, Mr. Hima has been a founding and active member of the Niger Association for the Defence and Protection of Human Rights (ANDDH), created in favor of the democratization process in Africa and Niger in 1991. He  has since been a human rights activist in Niger, coordinating several networks for the  promotion and protection of human rights and democracy. Mr. Badié has served as a  principal member of the Nigerien Independent National Electoral Commission (CENI), which organized the 2004 local and presidential elections. He is currently the vice president of the Nigerien Association for Defence of Human Rights (ANDDH-Niger). As an expert in human rights and governance, he wrote several reports and conducted studies on human rights, democracy, gender and poverty strategies.

As an expert with the International Federation of Human Rights Leagues (FIDH), Mr. Hima participated in an assessment mission to Liberia before their 2007 elections. He was a member of NDI's international observation mission to Mauritania for the 2007 presidential elections and of the last evaluation mission after the coup in 2008. He participated in an international mission of electoral observation in Algeria for the African Union in 2009.

Mr. Hima spent two years as NDI's resident director in Togo following his work as a consultant for NDI in that country to train national NGOs before the 2005 presidential elections. He was also an expert of the CILC / Netherlands in 2007 to implement the paralegal program in Mali. He has been an international expert of UNESCO for the implementation of human rights, citizenship and peace in the curricula of the Ministry of Education of Mali and for a study on poverty and human rights entitled Efficiency of the Legal Framework and Existing Policies in Niger for the Fight against Poverty from the Human Rights Point of View (Lisbon, 2008).

Mr. Hima earned a doctorate in moral and political philosophy in 1996 at the University of Dakar in Senegal. His doctoral thesis, Reason and Power: A Critique of Modern Politics, prepared him to contribute to strengthening the democratization process in Niger through the promotion and protection of democracy, rule of law and human rights. He has also several specific degrees in education, human rights, social communication and refugee rights. He has a degree in teacher training (pedagogic field) obtained in France (ESPEMEN/Poitiers).
