This guidance note aims to identify the conditions under which civic organizing, such as anti-vote buying campaigns and citizen policy platforms, can promote more policy-focused political parties. The publication examines four case studies of the National Democratic Institute's programming in Belarus, Liberia, Slovakia, and Uganda and draws lessons learned and best practices to inform the design and implementation of future party programs. In addition to the case studies, the research includes NDI's research methodology, theory of change, findings, and recommendations for future party programs and civic organizing efforts.

 

Promoting More Policy-Focused Parties is the culmination of a research effort conducted by NDI and the Consortium for Elections and Political Process Strengthening (CEPPS). CEPPS pools the expertise of three international organizations dedicated to democratic development: NDI, the International Foundation for Electoral Systems (IFES), and the International Republican Institute (IRI). CEPPS has a 20-year track record of collaboration and leadership in democracy, human rights, and governance support, learning from experience, and adopting new approaches and tools based on the ever-evolving technological landscape.
