With the potential to give voice to citizen concerns, oversee public spending, and help spur development, parliaments play a key role in deepening democracy.  Citizen groups have become more active in monitoring parliaments, assessing their performance and coming up with new ways to enable citizens to participate in the political process. This new publication highlights a variety of good practices in parliamentary monitoring and examines the work of 191 parliamentary monitoring organizations (PMOs) in over 80 countries.

Mátyás Eörsi, the country director for NDI and former member of parliament in Hungary, said one problem that could arise from a country built on semi-autonomous states is that there could be pressure not to distribute the wealth evenly.
