Democracy Out of Balance, Civil Society Can't Replace Political Parties

This paper analyzes the dangers of supporting civil society at the expense of political parties in democracy development assistance. Strengthening civic organizations without providing commensurate assistance to political parties and organizations runs the risk of developing populist leaders that bypass the rule of law and undermine the democratic process.
