Tough rules to create transparency on election expenditure are due to to be imposed on political parties in Kenya in the very near future. The rules include a declaration of expenditure for each and every candidate supported by any party during an election from the level of councilor up to the president.

The December local elections in Slovakia resulted in a significant increase both in the number of municipalities in which Roma ran as candidates and the number of Roma candidates elected to local office. This increase is in large part due to direct candidate training and recruitment by NDI and its program graduates, as well as the increased attention paid to the need for Roma political participation.

They campaigned in the farthest corners of Afghanistan. They spent thousands of their own dollars on posters. They braved death threats from the Taliban. At least two were murdered.

But after all that, the 3,196 candidates vying for 420 seats on provincial councils across Afghanistan face another problem: Even if they win, they will be virtually powerless.
