Following the defeat of the Islamic State of Iraq and Syria (ISIS) in late 2017, local governments in affected provinces struggled to rebuild their communities, leading to decision-makers overlooking the needs of Iraqi women. To fill the gap and address provincial issues with a gender-focused lens, the National Democractic Institute (NDI), with funding provided by the Government of Canada, convened a select group of women from the provinces of Anbar, Diyala, Kirkuk, Ninewa, and Salahaddin and launched the Women’s Advisory Boards (WABs) in 2019. Currently, WAB members from the five liberated provinces have successfully launched and completed 10 local initiatives focused on addressing dire community issues. The COVID-19 global pandemic, which only compounded the challenges faced by underrepresented and marginalized communities, led to backsliding of gender equality and access to resources for vulnerable members of society. Local initiatives therefore addressed a number of concerns related to the pandemic’s effect on vulnerable community members. WAB members from the provinces of Kirkuk, Salahaddin, and Ninewa launched local initiatives with a focus on COVID related issues. Other local initiatives in Anbar and Ninewa addressed very local issues that affected women in the province. Some local initiatives in Diyala and Kirkuk undertook efforts to improve the infrastructure of their communities.

عقب الهزيمة التي مُني بها تنظيم الدولة الإسلامية في العراق والشام (داعش) في أواخر العام 2017، كافحت الحكومات المحلية في المحافظات المتضرّرة من أجل إعادة بناء مجتمعاتها المحلّية، في وقتٍ تغاضى فيه صنّاع القرار عن احتياجات النساء العراقيات. في مبادرةٍ ترمي إلى ردم الهوّة ومعالجة المشاكل التي تعانيها المحافظات من منظورٍ يركّزٍ على النوع الاجتماعي، عقد المعهد الديمقراطي الوطني (NDI) وبتمويل من الحكومة الكندية لقاءً لمجموعةٍ من النساء من محافظات الأنبار، وديالى، وكركوك، ونينوى، وصلاح الدين وأطلق المجالس الاستشارية للنساء في العام 2019. وقد عملت النساء أعضاء المجالس الاستشارية في المحافظات الخمس المتحرّرة من سيطرة داعش على إطلاق واستكمال 10 مبادرات محلية تركز على معالجة القضايا المجتمعية الملحّة. ومع تفشّي جائحة كوفيد-19 العالمية، التي فاقمت من التحديات التي تواجهها المجتمعات المحلية المهمّشة وذات التمثيل المتدنّي، تعرّضت المساواة بين الجنسين لانتكاسةٍ كبرى، وأثّرت بشكلٍ كبير على الوصول إلى الموارد لأفراد المجتمع الأكثر عرضة للتأثّر.  وبالتالي، فقد عالجت المبادرات المحلية عدداً من المخاوف المرتبطة بتأثير الجائحة على أفراد المجتمع المحلّي الأشدّ تأثّراً. فنظّمت أعضاء المجلس الاستشاري للنساء في المحافظات كركوك, صلاح الدين, و نينوى مبادرات محلية تركز على كوفيد-19. كما قامت مبادرات محلية في المحافظات الانبار و نينوى بمعالجة قضايا ذات طابع محلّي صرف تؤثّر على النساء في المحافظة. وبذلت بعض المبادرات المحلّية الجهود من أجل تحسين البنية التحتية في مجتمعاتها المحلّية في المحافظات ديالى وكركوك.
