Libya's National Transitional Council "has begun planning for the stabilization and reconciliation of Libya as part of the transitional political process of the post-Gadhafi era." NDI will support the Council in the transitional political process through a memorandum of understanding and providing training to help build local non-governmental organizations and support building political institutions.
