Kosovo

Kosovo declared independence in 2008 after a decade of United Nations oversight that followed its armed conflict with Serbia. The country now seeks European Union and NATO membership as a multi-ethnic democracy. However, Kosovo continues to require international supervision over its judiciary as it confronts war crimes cases and wrestles with corruption, high youth unemployment and concerns over religious extremism.

That technological change is transforming economic and social relations in Africa has become something of a cliche and is often presented as a panacea for Africa's ills. Mobile-phones and the internet are being used to coordinate agricultural prices, transfer money and coordinate famine relief. However, the political impact of new technologies has received less attention.

This guide aims to assist leaders of political parties and civic organizations, legislative drafters, electoral authorities, journalists and representatives of international organizations in the development of election laws and legal frameworks for democratic elections. Developed primarily for use by domestic constituencies interested in promoting electoral integrity, the guide can also be used by the international community in assessing electoral laws and promoting democratic elections.
