The Vulnerability of Albanian Politics to Foreign Interference

Countering foreign interference is crucial in preserving democratic integrity and ensuring that political processes remain transparent, inclusive, and accountable to the public.Despite Albania’s NATO membership and its ongoing efforts toward EU accession offer important safeguards, the country remains vulnerable to external influence. Limited research has left significant gaps in understanding how external actors exploit institutional weaknesses, media ecosystems, and political divides to undermine democratic processes. . If left unaddressed, such interference can erode public confidence in democratic institutions, compromise core democratic values, and hinder institutional stability. 

As part of NDI’s commitment to safeguarding democratic institutions, in partnership with Center for International Private Enterprise (CIPE), NDI conducted a comprehensive vulnerability study assessing Albania’s political and media lanscape’s susceptibility to foreign interference.. This study is critical in understanding how external actors can exploit institutional weaknesses, media landscapes, or political polarization to undermine the rule of law, disrupt electoral processes, and erode public trust in democratic governance. Identifying these vulnerabilities enables us to better anticipate and respond to potential threats before they manifest. By adopting a proactive and preventive approach, Albania can strengthen its democratic resilience, ensure electoral integrity, and protect national sovereignty against undue foreign influence.

This study adopts a forward-looking, preventive lens—drawing lessons from international experiences and identifying both current and potential vulnerabilities. It also outlines actionable recommendations to help close the loopholes that foreign actors might exploit in attempts to disrupt Albania’s democratic trajectory and impede its path toward European integration.
