INTERNATIONAL FORUM ON VIOLENCE PREVENTION
IN GUATEMALA AND EL SALVADOR
Nov. 10-11, 2010
SUMMARY
In 2010, NDI began implementing a regional project on Civil Society and Public Security in Guatemala and El Salvador, with the goal of addressing recurring themes in democratic processes in the Central American region.
Within this framework, the Institute – in alliance with the Third Vice-Minister of Governance’s Community Violence Prevention Unit (Unidad para la Prevención Comunitaria de la Violencia del Tercer Vice-Ministerio de Gobernación) and the Technical Secretariat of Guatemala’s National Security Council (Secretaría Técnica del Consejo Nacional de Seguridad de Guatemala) – organized the International Forum on Violence Prevention in Guatemala and El Salvador, Nov. 10-11, 2010.
The forum focused on exploring theoretical and methodological approaches to reducing insecurity and strengthening of crime prevention in Central America; additionally, the event allowed discussion of the respective roles of state and civil society for preventing violence in Guatemala and El Salvador.
Forum participants identified a number of successful local-level violence-prevention experiences in Guatemala and El Salvador. These experiences illustrated the multifaceted nature of the region’s insecurity problem and the wide range of preventive strategies that have been developed to address the situation.
Many distinguished experts and regional leaders with experience in implementing violence prevention strategies participated in the forum, including: Antanas Mockus (Colombia); José María Rico (Costa Rica); Guillermo Galván and Stanley Rodríguez (El Salvador); and Héctor Rosada, Javier Monterroso, Selvin Galindo, Isabel Aguilar and Fabiola Ortiz (Guatemala).
